Scope and Contents

This subseries is comprised of records created by the senator’s staff during the course of his 1992 campaign for Senate. In 1991-1992, Leahy ran for re-election to a fourth term. His platform focused on investment in public works and infrastructure, reforming the health care system, and reducing the federal deficit. He ran unopposed in the Democratic primary and faced Republican Jim Douglas, Liberty Union candidate Jerry Levy, and Michael Godeck of the Freedom for LaRouche party in the general election. Leahy regarded Douglas as a tough opponent and sparred with him over the issues of campaign finance reform and dairy subsidies. Leahy prevailed with 54.2% of the vote.

Two of Leahy’s senior aides from his personal office staff in Washington, DC – Chief of Staff Ellen McCullough-Lovell and Legislative Director Luke Albee – oversaw the campaign. They were supported by Assistant Chief of Staff Todd Shelton, Personal Secretary Leah Gluskoter, Scheduler Kevin McDonald, and State Director Tom Davis. Patricia (Tricia) Coates took a hiatus from her permanent position as a legislative correspondent in DC to serve as campaign coordinator, leading the campaign office in Vermont. She was assisted by Abe Madkour and John Norris. William (Bill) Sessions and Douglas Racine held advisory roles as campaign manager and campaign committee chair, respectively. Some of the records in this subseries have been identified as the files of Lovell, Albee, Shelton, Davis, McDonald, Coates, and Norris; others could not be positively associated with a particular staffer.

Restrictions

Subseries is open for research with some restrictions. Seven folders in the Campaign Coordinator and Chief of Staff groupings are restricted for 75 years to protect personnel information. Two folders in the Chief of Staff and State Director groupings are restricted indefinitely to protect casework information. Three folders of unreacted originals at the end of the series are restricted indefinitely. Three multimedia items are restricted indefinitely pending multimedia appraisal. Full restriction information is included at the folder level.
