7. Travel Records, 1975-2022
Scope and Contents
The Travel Records document Senator Leahy's travel during his tenure in the Senate. Leahy was an avid proponent of the value of congressional delegation trips (CODELs) as educational experiences for Senators and opportunities to advance a foreign policy agenda. Over the course of his 48 years in office, Leahy participated in dozens of CODELs. The travel series documents 86 CODELs, 58 of which he led or co-led. The Senator's most visited countries on CODELs include Vietnam and Cuba, where CODELs were an important tool in reestablishing diplomatic relations.
Leahy also took part in seven presidential delegations and was a frequent participant in the World Economic Forum, the British-American Parliamentary Conference, and the Canada-U.S. Interparliamentary Conference. Records on family travel to Ireland and Italy, as well as selected domestic trips, are also located in this series. This reflects the original order of the travel files as collated by executive assistants. Most domestic trips, including trips to Vermont, are recorded in the Briefings Files (subseries 1.A.i).
The travel series is arranged into two groupings. Files on specific trips are arranged chronologically by trip, and country files are arranged alphabetically. The records in the chronological grouping are principally composed of administrative records relating to trip planning, briefing books and other files created to prepare Leahy and his staff, and ephemera collected by the Senator over the course of his travel. Ephemera includes embassy welcome packets, tourist brochures, meal cards, and objects such as flags, coins, and fans. For some trips, the Senator's daily journal (both original dictation tapes and transcriptions) are included. The country files grouping consists of documents collected about a country or other location over a long period of time, often unconnected to a particular trip.
The travel files were maintained by Leahy's personal secretaries/executive assistants (primarily Peach Joyal, Patricia Smith, Leah Gluskoter, and Cabelle St. John), who are identified as creators where possible on the file level. Other major creators in this series include Senator Leahy himself and his wife Marcelle, who collected ephemera and produced notes, diaries, and reflections on their travel. Where the briefing books associated with particular staffers are included, they are also identified as creators.

Language of Materials
Majority of the material is in English. Other languages, noted at the file level when present, include: Arabic, Chinese, Croatian, Dutch, French, German, Hebrew, Irish, Italian, Macedonian, Portuguese, Romanian, Russian, Spanish, Tibetan, and Vietnamese.
Restrictions
Series is open for research with some restrictions. 14 folders of the Senator’s journals, as well as 23 tapes of journal dictations, are restricted indefinitely under the terms of the donor agreement. Two folders from the 1990 CODEL to Germany and the USSR are restricted for 75 years to protect sensitive information. Two folders of unreacted originals at the end of the series are restricted indefinitely. Full restriction information is included at the folder level.
